  7.     President Bush last week praised the 100,000
  8. "citizen-soldiers" serving in the gulf, but apparently the
  9. Pentagon doesn't fully share his enthusiasm for reservists.
  10. Even though the government has spent 10 years and $100 billion
  11. training the National Guard for war, Army brass has so far
  12. refused to deploy the Guard's fighting units. Reservists
  13. represent almost 50% of U.S. combat capability, but Army
  14. reservists say they are being shut out by turf-conscious
  15. commanders. Air Force reservists are handling vital support
  16. missions in the gulf; so are Guard backup units, including
  17. medical teams, truck drivers and supply companies. But the
  18. three armored brigades that Defense Secretary Dick Cheney
  19. called up have been stuck Stateside since November.
